Go to “User Control Panel” -> “Private Messages”
It appears “Compose message” window. But you are not able to sent private message to anybody because the box “Send to” doesn't appears.
It happens only if you go to “Private message” window from the main menu (for example from “Profile” to “Private message”). If you go from “Private message” submenu to “Compose message” the box “Send to” appears (for example from “Inbox” to “Compose message”).
