BBCode Helpline text encoding problem (fix completed in vcs)

This bug relates to phpBB 3.0 Beta 3 version.

I have tried put my new BBCode tags in ACP with filling Helpline text using Slovak characters. Original text in Helpline text 'Dolný' was displayed while mouseover as 'Doln??'.
