Hi,
When I clear cache, then click on Refresh, I get the following message after clicking CONFIRM

Could not open ./../styles/prosilver/template/topic_notify.txt

not style related.. it also occurs with other styles
After deleting the files from the database, they just reappear

Sorry but I don't see how your comment helps me. When I click Confirm I recieve a General Error and the message about the notify.txt. It's preventing me from completing my update (modified overall_header.html)

I DO see how it can help anyone with this same problem..
My reply was to inform the one who is assigned to this report.

Made a copy of the forum on a other server at an other host.. the problem isn't present here

Hi, i have the same problem.

Same here:
Could not open ./../styles/xandgreen/template/topic_notify.txt

EDIT: Had to do:
DELETE FROM `phpbb_styles_template_data` WHERE `template_filename`= 'topic_notify.txt'

To get it temporarily working again.

And another thing that is perhaps caused by this bug:
The forum notification mails are sent in just one specific language. Probably the one that has been used first.
