Can't reproduce it on vanilla 3.0.6 installation.

Maybe may explanation was a little too short 
Take a forum where your permissions are set to read only.
The QR button is still visible and you are able to activate it and you can write in it. But you cant post which is correct since the forum permissions are set to read only.
It is only visible for moderators and administrators.
But since they have no permission to post in the forum, the QR button should not be visible.
