http://www.phpbb.com/bugs/ seems to be using a version of phpBugTracker that is setup to use the same users table as this forum, which is exactly what I want. Is this setup available for download anywhere? And/or what exactly is it doing?

I am agree with you. I am looking the same thing even in a more simplified way. I have to offer support to another users so I am looking for a colaboration tool - forum, knowledge base, download zone and support requests - all in once.
I saw phpBB bugtracker and I think It could be developed as a mod but less complicated forms: I mean, two forms for the user. The user I have in mind is a fora dummy, I mean, he/she doesnt know any thing about forums, a little use of internet and email. So i have in mind a very, very simplified interface.
The user enter in the module (after login) and sees a table of her/his supports requests posted by issue number, title, description of bug, post date and status of support. These fields can be sorted by any of these column.
Second: If he/she clicks on the title link then he enters in the second table wichs displays the whole thread - like phpBB topicview page - post messages and attach files until the case is closed (and the topic is closed).
Third:In order to ask for a new support request the first one displays a fill form like phpBB bug tracker for phpBB project - with a display list of products offered for support instead of projects. Some fields are required as a product license (for validation purposes) OS, Version, etc...
When the user has sent the form it had to be validated automatically against for example a product license validation or something else. If it pass this validation step, then a message is sent to the user telling him/her that an appropiated technician has been notified. Finally, every time the help desk employe post a new message, automatically an email is sent to the user.
Other issue is the control panel for the help desk employee which I think is a very modified moderator control panel. For example it must be able to lock the topic and display in topic description the reason, delete logically the posts, upload files, split or join topics from the actual user and of course, show stats like other bug trackers. I am not thinking in a graphical interface at this time: A simple in and out per category is useful at a first stage.
