PHP include header?

Hello,
Id like to include a header on several forums, same header, same file, different forums

Im using

include 'http://www.domain.com/header.php'; (so each forum header shares 1 file)

But I cant figure out where to put it.. if on index.php or page_header.php I cant get it at the top without a cannot modify header error,

I CAN get it below the overall_header.tpl, but not above, without an error, I assume the include has to be in the over_header.tpl file, but the .tpl page isnt showing PHP code, if I point the page_header.php to overall_header.php, PHP code -still- dosnt work..

any help?
