Default Language can not me changed to other language

Hello i just have installed phpbb and uploaded Dutch language pak to folder templates/subSilver/images

when i go to admin controll and i want to change default language to Dutch i do not see my Dutch lang pak only English pak i can choose what did i do wrong?

the language packs contain images that go where you put them, and the language files that go in languages/

that I understand i have also a other forum and all is in the same folders

Lang_dutch files i have in templates/subSilver/images/lang_dutch but still i do not see in admin Configuration Dutch i can only choose English i getting desperat lol already looking over 1 hour to fix it

again you need to have the lang_main.php etc. in languages/lang_dutch/ not in the template image folder.
