PHP 2 Installation (not working)

Hi,
I have just downloadded the full installation pack from phpbb.com and unzipped it, then i followed the instructions the instal.html.
Then when i get up to the part where i go to "http://bluehome.net/~adriel/phpBB2/install/install.php" i type in all the fields out and click "Start Instal" and it asks me whether to up load the file manually or for i to attempt to update to config.php file.
so i told i,t it could try and i filled in the login details for my ftp account and then a second or two later the page reloaded up the install.php again is this correct?

and if so what do i do now because i have tried to goto http://bluehome.net/~adriel/phpBB2/INDEX.php and other ones but it just refers me to the install page again.

What should i do?

Can you check the database to see if the tables have been populated ?
If so, feel free to create your own config.php, then upload it into the forum folder, overwriting the old one.
