Where are the Terms and Conditions located

I want to modify the terms and conditions that users agree to when they sign up. Where is it located?

Any suggestion as to how to put a link to that on the footer of each page?

You can create a separate phpbb page for your terms and conditions as we have and then just add the link on your overallfooter tpl file.
