Any good graphics package can be used to make the GIF frames for the animation, and then there's a range of ways of pulling them together to form an animated GIF should your graphics package not do that bit for you as well. GifBuilder for the Mac is a good one - you can get it from tucows.

I didn't have any plans to do them in different colours - I developed them specifically for our site, to match the ones provided with phpBB. I'll have a nose to see what state the Photoshop files are in to see whether they can be made available for others to change the colours if they wish.

I think there to rate the release, and see how everyone in the community likes it, giving organised feedback to the creator(s). :)

It can also encourage the authors when they get positive quantitative feedback. Although, it could also work the other way and discourage people if they get low "scores".
