I just converted over a huge BB to phpBB and all seems to be working as I would expect with the exception of avatars.
I've installed and I can see an extensive gallery, but I cannot successfully select an avatar from the gallery and it work. I get no error, just no avatar on posts, and no avatar showing when I return to the profile area.
External avatars we working fine.
Avatar gallery directories are 775 and images are 664
You need to CHMOD the images/avatars folder to 777
Correct Permission Settings
Config.php: 666 before install, 644 after install
Cache directory: 777
Images/avatars directory: 777
All other directories: 755
All other files: 644

MODs you have installed: - Only the avatars from phpBB.com. THis is a truely fresh install.
When this started: Noticed today, but probably existed following the migration to openBB 1.0 yesterday.
I'm having the same issue. My old gallery avatar sets are showing, but if I put anything else on the server in the gallery folder it doesn't show up in the gallery drop down list. Let me know if you get a solution.
Looks like it was a permissions/ownership problem. My PHPBB was uploaded in parts. As soon as I chmod everything in the phpbb directory to the right owner (my hosting account name) everything started working.
I might be some excentric with my hosting account.
