You'll have to change includes/usercp_register.php script to check the users table and throw out an error if the STEAM_ID already exists in the users table.

Confirmation code is required in phpBB 2.0.23 (and earlier versions as well).

Removing it in the template isn't going to be enough.

Why do you want to remove it anyway?

If you know HTML, you can remove the appropriate columns in /templates/subSilver/index_body.tpl (replace subSilver with your template name if necessary)
