It looks like the CLI is using a very very old (Namely, php 4.4), which phpBB doesn't support. If you type ph and then press tab, you should get a list of commands that are available. Can you post that link? I typed ph and pressed tab, but all I got was "php" and pressing tab again did nothing. Doe...

Can this CLI be accessed via an FTP program or does it require a dedicated SSH client program?

As a Windows 7 & 10 user what SSH program would be recommended?

Janus, I believe it is. Also attached the language thing as some of the issue might trace back to the /en/en/ double entry somewhere.

I, too, was wondering about the /en/en double entry.

So, the permission was changed from 604 to 644 and I added another /en folder inside the /en folder. Only one error now:

General Error
Language file ./language/en/en/common.php couldn't be opened.
