For some reason it disables the option "Attach a signature (signatures can be altered via the UCP)". To fix you have to choose "Full Editor & Preview". If I understand from your Github correctly then this requires file edits? If so that is not allowed in 3.1 nor preferred by admins now as that is the new advantage of 3.1. If the style could be considered standalone and work fine without file edits however then you could theoretically use the style ...
