The vendor folder has 672 files in it, and while investigating a problem I found that just two files in it were changed between 3.1.0 and 3.1.1 It appears that one should upload the whole vendor folder for each system upgrade, there is no new/old type process for it. Thanks for the suggestion. I'm still re-uploading but it is already running the install page correctly. So perhaps there is an SQL option that is different? This could perhaps account for both the collation issue and the post too long issue?
