Because the forum software allows for unregistered members to post, unless you block them from doing so. It doesn't matter if they're registered or not, unless you change the forum permission, they still can post

yes, i agree with graham, that would work well. also, a idea would be to do it manually through phpMyAdmin itself, by going into the user table and deleting all the users. may prove faster

but see, the real problem for many people is that they use one password for everything. so if a person could figure out their password, then it is conecivable they could get access to things way more personal than just a webforum
