Edit: I tried the fixes mentioned in the various bug reports, and they did not fix the problem on my 3.0.7-PL1 board. From what I can gather, it appears that this issue is part of a larger regression in 3.0.7 (And thus 3.0.7-PL1). So for anybody with the same problem, the solution will be 3.0.8, if...

Until the 'bug' is fixed (if at all) yes. So this is a deliberate change by the developers and not a mistake? Ie. a new "feature" and not a bug? Because in 3.0.6 you didn't have to set permissions on categories for you to be able to use them. In 3.0.7 you do. So your old categories have no permissions so they cannot be selected as parents. If you set a permission on them, you can. I believe I am having a similar issue as CrazyErik, however ...
