Looking at the source code, it looks like this site is a merger of nebelproject http://code.google.com/p/nebelproject/feeds and possibly WordPress along with the phpBB. The style is called Arrow and hasn't been updated for quite some time (version 3.05).

In a MOD, the "root" folder is the root folder of your board. If it's at http://www.xyz.com, you would copy all files to http://www.xyz.com's root folder. Each time you create a topic and/or forum, there is a block for "forum rules."
It puts a light red box across the top of the topic/forum with the text you enter.
Would that work for you?

It only shows up in the forum/topic you made the "rules" for.

You could set it up that the images would be their avatars. Just make a gallery of the images you want, and let your people choose.

A story is a post. Why would you need a mod when you could just create a category/topic and let your people post away?

My board has a "Creative Writing" topic where any member can share as many or as few stories as they want. I don't understand why you would need a mod to do a core function - post.

What Kevin is saying is that any files that are in the root folder that you upload to the prosilver folder, you will have to upload to the /styles/yourstyle/ folder as well. So, your /styles/prosilver/template/portal files also need to be uploaded to /styles/yourstyle/template/portal files, and etc.
