That error is pretty self-explanatory. The database tables are not set up. Go back though the installation process, and look for the SQL setup stuff. Make sure it gets done this time, and then the error should go away.

ok one more question, it seems like when giving out rep points giver has to specify how many points to give? in vB isn't it just Approve/Dissapprove and not needing to specify pts? Doesn't asking how many pts to give introduce more complexity and bias? am I understanding this mod right? It isn't VB...

The .zip version isn't downloading right for me either, if that's the version you're trying to get. But the gzip version downloads just fine. If you haven't tried it, give that one a shot.
