What you need to do are several steps and it is not that simple as described above.

You need to convert the data in the Database unless it is a fresh install.

Read what I wrote here regarding UTF-8.

It doesn't make sense. I jus looked into the structure of the sessions table and it appears that the session_id is defined as char(10) and ip as char(2) where it is clear that the session_id should be 32 bytes and the ip should be 4. Why was it created like that? is it a mistake of phpBB creators? ...
