If you want it for one specific person, the best thing to do is to make a group with the 'can post without approval' permission on NEVER, apply that group to the forums and put the person in the group.

You should be able to do 5-6 forums at a time.

Choose the preset role of
Read only Access

They will be able to see and read but not post.

They've been doing that for years. Some forum software allows guests to see the memberlist and profiles of accounts so they make the account, put all the info they need in like the site name, sig etc and that's it, job done. They then get indexed and get the back links they're looking for. phpBB doe...

You need to delete -master from the folder name. Ones downloaded from github have that on but it needs to be removed. That should be in the instructions on the page where you downloaded it.

It's not a long or hard process.
It is a rare occurrence for people to want to delete every topic in a forum. You have a very specific custom reason for such a feature so an extension makes more sense.

The default setting does not set your style. That's the override option. If override is not selected you will need to choose the style in the user control panel.

It's such a rare occurrence to do this and there are other ways to do it (delete the forum and remake it) that it doesn't seem like a high urgency one to me.
