You can sometimes get that sort of issue if your hosts mod_security is being a bit too enthusiastic.

No one can do anything with the site with the /install folder there because we don't know the rest of the information required to trigger the conversion

If those addresses are correct, your path to the old site would be ../

That's a bit drastic.

7.0, 7.1 and 7.2 are fine.

php7.3 only came out about 2 days before 3.2.5 was released so there was no chance to make it compatible anyway. The 3.3.x line will work with 7.3.

If you can find an admin SQL query it will allow you to make a temporary account that you can log in with and then you can set yourself a new password and hopefully login with your original account.

You're running 3.0.11 Support for that ended several years ago. You can try searching the 3.0.x archive here for an admin SQL query which will let you log in and then re-access your account. I think he means he wants guests to be able to see image attachments but not other file type attachments.

I don't think you can split it up. You would need to request an extension.
