If you have shell access to your host you can do this:

gunzip name_of_backup_file.sql.gz
mysql -u database_user_name -p name_of_database < name_of_backup_file.sql

That didn't work. Then I realized that since my .htaccess is in the site's root and my phpbb3 is at "/forum", I tried it like this: Create another .htaccess in/forum and paste the necessary lines into it.
