What do you mean by "My database is running out of space"? How big is your database? Does your host impose some limits on the size of your databases? Open the database dump with a file editor (e.g. Notepad) and delete the line:

CREATE DATABASE `sufubuckbb3new`;
Save the change and import the dump in an empty database.

You should start by checking your computer for viruses. Make sure it is clean, then change all passwords (use complex strings, don't use dictionary words) related to your hosting account (FTP, control panel, etc). This is definitely an ISP-related issue because it is working on my end as well. It also works when accessed through a proxy:

Log in to your phpBB admin cp and go to the System tab > Mass e-mail. The settings there are quite straight-forward so you should be able to email your forum members without any problems.

Make sure you repair and optimize your database. It is possible (although unlikely) that you receive the "MySQL server has gone away" error because of a crashed table. You should also check your MySQL limits (usually defined in a file called my.cnf) and if possible, increase them. Last but not least...

I think the best and easiest solution would be to create a 301 redirect so that when someone loads www.mydomain.tld/forum, they get automatically redirected to forum.mydomain.tld. Google's bot also follows 301 page redirects so this should get you the result you want.
