Install a new forum, dump its schema, then dump your current forum's schema and diff them.

You didn't explain how the definition you proposed does not achieve the thing you want to do, so I'm going to guess you need to replace {SIMPLETEXT} with {TEXT}. If that doesn't do the thing, you need to post practical examples of what the users would enter and the HTML it should produce.

You need to explain how the proposed solution differs from what you need, with practical examples of what the users would enter and how it would be displayed.

Edit: ...and it's merged. So basically this should become a non-issue as soon as phpBB's dependences are updated.

The short answer is "I don't think so" and no. Convert your database manually and keep text as text.

utf8_encode_ucr is fine to be used on HTML but I wouldn't use it on any other kind of content.

IMO the only correct way is to have the database use a proper encoding.
