Where is the file that I can edit so that the smilies will be a linebreak after. So BBCode is ON will be on a new line. Also the one between Smilier are ON and Topic Review.

No, because the BBCodes within the BBCodes will not be parsed. You would just end up with the text, such as, [spoiler]insert first paragraph[/spoiler] showing in the post, not the actual spoiler.
