There is an edit post date mod that should be able to do this. Just change the date on the first post and it should change the date for the topic.

Some templates dont use css as an external file. They have it all hard coded in the templates/subSilver/overall_header.tpl I would check there if you already changed the subSilver.css file and did not see any changes.

I noticed that the polls show up at the top of every page within that topic, so I am assuming that might be a good lead for me. I'm guessing this would be in the viewtopic.php file somewhere.
