I actually found out the problem. I reuploaded all the include/def_* files. My forum was hacked previously before the move and apparently they slip code into there to prevent your permissions from being changed.

I did fill out a template, and I understand premodded forums cause problems but I didnt have any until recently and it is something other people are experiencing as well and they do not have premodded forums.
