I can confirm this behavior under 3.2.9 - depending on screen resolution/browser width more or less big gaps

seems you are using the old .htaccess file. The new should contain # Apache content negotation tries to interpret non-existent paths as files if # MultiViews is enabled. This will however cause issues with paths containg # dots, e.g. for the cron tasks <IfModule mod_negotiation.c> Options -MultiView...

"The timezone in your UCP is incorrect". That means you missed to go to your settings and to choose a timezone. Open your UCP and set one... Have you tried to re-upload them? May be there is something wrong with the files. (unzip on your PC, upload all files via FTP - don't use server sided unzip functions!)

It does not work if the new user is activated by administrator. It works if new users activate themselfes by email confirm.

Note: Keep in mind if you update the old images still will be in files folder, so url to those images will point to files folder. just leave the files folder so they wont break.
