Yes, this is the "current" user id, you asked about that.
Edit: No, sorry. This is the real user id, not the current session user id. So, my first statement was wrong.

Is this the code in your custom page? If yes, why do you have to make all global variables global again? There is a tutorial for adding new external pages to phpBB. I use Netbeans for development and debugging. So far one of the best IDEs around. Eclipse is to confusing and much to slow for me. It's not very hard to make it work. Netbeans is free, xdebug is free.
