I reverted to a local back-up of my previous 2.0.21 version and the board popped back up as it was. I then dragged in the individual 'changed' files for the 2.0.21 to 2.0.23 update and ran the update_to_latest.php script... It's all good now, updated and connecting to original database. I didn't replace or delete anything before the upload of the 'changed files'. I downloaded the 'change files' archives and unzipped the .21 to .23 zip archive. I uploaded the contents and selected "overwrite" for both files and directories. This was the mistake as the directories of the change files...

I compared all 'Changed Files' and replaced any missing ones from the overwrite of the new version. Running the "Update_to_latest.php" script reported success, but now a new error when navigating to the board: message_die() was called multiple times. This isn't supposed to happen. Yes, as described, I used the 'changed files' method and none of the files mentioned in the errors exist in the newly uploaded 'includes' directory.
