It's only an issue if the hosting provider has not enough security in place, or not at all, but since users usually are chrooted, a directory with 777 permissions (world-writtable) is not really an issue. Have you tried to ask to your hosting provider?

You're using Hive, which is a modified version of Apache, and it's known to be very restrictive.

If it shows the code as plain text or attempts to download the file, your server is not correctly configurated, check the Arch wiki about Apache and PHP, and check the logs with journalctl instead of systemd or the ones generated by Apache.

You might want to use a lazy loading script, which should help by loading on image at a time and only when you need it. I made an extension for my forums precisely for this, and also helps to people with low speed internet.
