What is the correct format for a link that will jump straight to a specific post within a thread, and not just to the page that post is on?

I've also had this problem today despite having made no changes.
A new user has posted, and they were shown as the latest user to post in the thread - however when you clicked the thread the post wasn't there. I can view the post via their profile.
Sorry if I wasn't clear. I'd like users to be able to edit their posts to correct mistakes etc, but not to be able to remove or edit posts once someone has replied to them. This is the set up I had on phpbb2, think it was a mod.
