In your admin control panel. go to forum Admin and under permissions, set your forums for registerd members can only post, edit their posts, who can view, ect ect.

Do what Marshalrusty suggested.. when you do, see what name the cookie mod trys to name your cookies. when I set up that cookie mod it gave me phpbb_somthig ... my problem didn't go away untill I named the cookie phpbb3mysql ... probably the underscore was giving me an error? not sure. but try that ...
