Solved... sort of.

Tried getting to ACP using backups of the phpBB files, no change.
Tried accessing a backup of the mysql database, no change.
Tried using Firefox browser instead of Chrome... and was able to get to the ACP and re-enable board.

Weird.

Thanks for replying but php7 is not the problem. I just checked and the php version is 5.5.32. Also, I should emphasize that other 3.0.12 and 3.1.5 phpBB boards are working normally. It's just this disabled one that is acting up. To double check, I just disabled and re-enabled a 3.0.12 board cloned ...
