You honestly don't even need an index.html file as long as you have the .htaccess correct. You can either use 301 (or another type of code) to let search engines know that the main domain has been permanently./temporarily redirected to your forums.

Waiting for this to come out, would be amazing in order to allow for administrators (and possibly allow for other groups to have access to this) in order to send out HTML based newsletters to different groups (maybe an option to pick during the menu where you would put the HTML code in?).

Looks good! I think if you added a few sections where you could put whatever text you wanted and manually edit the goal number it'd be nice (aka paypal donations to goal) etc. That way it would be a full use goal extensions that people could use regardless of if they wanted it to be goals for forum ...

What plugins are you using? It might be do to another type of plugin that is checking on visit access on whether or not the user's IP is found inside of a database (you said you checked the forum's own ban list, but did you check any plugins such as StopForumSpam, Akismet, or others).

Do any of you guys know the upper limit that this sitemap can generate before it starts to fail to load? I'm not too worried since I'm sure my hosting provider has good hardware, I'm just curious incase any community takes off and all of the sudden the sitemap won't work anymore.

The person providing the styles/themes could have hidden scripts in them, they could be redirect traffic, having hidden ads for their own means, etc. The biggest one would just be that they are not secure at all, but that's something that would come at the cost of using a style that is not validated...
