I've never seen this issue myself. If you're looking for a good host I can recommend mine which I haven't had an issue with. It is Geekstorge. I've also heard good things from Stablehost.

As the name of the header implies, it's for abuse purposes. If someone decides to use the email feature of your board to send spam, then mail relays can look at the abuse header and block that instead of just blacklisting everything coming out of your site. I use gmail with my forum and noticed that when I sent a mass E-mail in the source of the E-mail there is a X-AntiAbuse: User IP -. Well that shows my home IP address. Is that normal for E-mail headers, Google or phpBB? Next time I send an E-mail on the board I'll use my VPN I guess. Very disconcert...
