The question is are you ready to even ban Gmail and other legitimate providers? I ask this as someone who tried going down that route. Found this one on github, not sure of it's status, seems like it would do what you want as it adds a SYNTAX bbcode, leaving the CODE bbcode alone:

You'll also eventually hit the PHP parsers memory limit, and then you'll be met with a blank white page when trying to go to the IP ban page.

It's a memory thing. You should instead use htaccess to ban Russian IP blocks. Easily googled.

They tried once. It was full of security vulnerabilities. These were pointed out and they ignored that and didn't submit again. Since then they've had many more, including one where all users where GLOBAL moderators at sign up.
