You can use the STK to get a database that is pure 3.0.x, then upgrade using the instructions Elias posted. STK can be found at: https://www.phpbb.com/customise/db/official_tool/stk/

The Customization Database support tabs are separate from the board here. You are able to login to it because it was written to work with phpBB sessions. Search is however not integrated.

Not sure why, other than possibly it either didn't work or had bad security flaws. Their github shows they haven't commited since 2015, they have logged in here since October 2016. It was marked abandoned.

Both forums in your signature link to 3.0.x boards. Both 3.0.12. Since 3.0.x styles don't work on 3.1.x and 3.2.x, no mistakes could of been made. I've gone ahead and unlocked that topic.
