I use [SPAM], and know others using phpBB use them too. It is an excellent host, and they have an intsall package through something called Fantastico that will install the whole thing for you. It's cheap, and you get 2GB of storage and 75GB/month of thoughput. I hope this reply is not considered spa...

Thanks to all for helping track this down. Being a little dim though, could someone sum up the "refused connection" issue in the ACP for me. And by the way Tom_S, I have been most satisfied with Bluehost. Their support has been excellent.

My board is running fine with this "connection refused" artifact, which is only seen when bringing up the ACP. And if the server was busy, you would think the entire board would be bogged down. It seems as though my web host (Bluehost) is not recognizing what I did to my board by upgrading...
