What about a privacy policy on the existing site? Do they even have the right to sell or even transfer (for free) the data to a third party? You might also need to test similar pages with non-text URLs, but with same or similar content. See which one ranks higher. The problem with tests like this is you're testing in a vacuum. You can't know what Google does, you can only infer. And your inferences today may not match Google's algorithms...

If your web host allows sub-domains then you can run more than one copy of phpBB on the same host. Use www.example.com for the main board and test.example.com for a test board. If you wanted to (you should not, but you could) you could even share a single database. Better to have a second test copy ...

Board owners / moderators can already be as strict or lax as they want. If an individual board wants to allow posters to SHOUT and curse and not use paragraphs and write long run-on sentences without punctuation that never seem to end which makes them extremely hard to read and frustrating for other...

There are at least two. :P

There's really no reliable way to figure this out. Also some boards or sites might have a phpBB installation but the site is essentially abandoned, so the only active members are spammers. Some domains might have more than one installation of phpBB.
