Doubtful it was 23 years ago, as phpBB 1.0.0 was only released in December 2000. phpBB is from April 2002.
If it was phpBB1 it is like nearly impossible to upgrade I would say. So you first need to find out what phpBB version the backup was, before we can say if upgrading is possible.

Yes. By making sure phpbb_version is set correctly in your style, which currently isn't set correctly.

That sounds like AllowOveride is not enabled in apache. Make sure it is enabled and set to All in your apache configuration.

Even with managed support 2k/year is pretty high. And not sure why you would go for a dedicated server. Those names are not topic names, but forum names. It also doesn't mean anything got deleted, just that it got checked if something should be deleted. Just replace phpbbaj_ with phpbb_ in config.php. Please also keep in mind that importing a phpBB 3.0 database backup into 3.3 will not work directly, you will need to follow the steps to upgrade phpBB before it properly works.

What recommended method did you use? Replacing all files? If not, no, it is definitely not a database only update, please post in support with the steps you followed, so we can provide instructions on how to properly finish the update.
