Is pagespeed installed and active? I had the same issues with images and css files. Had to clear the pagespeed cache after I made edits. Via CLI: touch /var/cache/mod_pagespeed/cache.flush

Restoring backup from ACP is good, but there is always a chance that it's not restoring the whole database. You better do that via "phpmyadmin", or via PLESK/Directadmin etc...

I always update the database via CLI. Always works perfect. For large boards, you may wish to update via the command line instead of using a web browser. From your board's root, execute the following command: php ./bin/phpbbcli.php db:migrate --safe-mode But you need to use the "full package" method...
