I hate to suggest this becsue it's like the have you powered it on on and off suggestion but have you tried manually clearing the cache? Delete every file/folder but the .htaccess and index.htm one. Be aware any pages you have indexed in search engines will now be invalid and anybody that has bookmarked anything is going to get a 404. The "new" pages would be treated as duplicate content by search engines and may take quite a while to appear in the index. Do a little research on .htaccess redir...

Try uploading a simple test.css file, example.com/test.css

Load it into the browser. Make an edit and upload new version. Clear CL cache and refresh browser to see if the edits are present.

If that fails something else along the line is caching it like your ISP.

Download them and you can use Irfanview to batch resize them. Upload them back o the server. Images will be cached so you will need to refresh browser to see changes. Was just looking which I should of done before, the avatars have a size attribute in the HTML so resizing by itself will not help. Y...

No, this is a 'proper' VPS with a unique IP address, and the address that Microsoft have blocked is ours. A "proper" VPS using WHM/Cpanel for management can be configured the way I described. Are you self-hosted? Yes If this is WHM/Cpanel server the email may be going through the main IP which can be different than the domain IP. If that is the case make sure under email settings that Force from email address: is set to yes otherwise it's set to something like domainname@hostname.com.

One guess may be they are blocking the network range, I know one host i had in the past had their entire range blocked for short time because they were being unresponsive to spam notifications.

Do they have a tool to find out if an IP is blocked? You might want to try different IP(s) in their range.
