Try the tester here by registering an account with the email address they provide. You will not get perfect score but pay particular attention to reverse DNS errors. Did you refresh the browser? The CSS files will be cached, also note if you are using service like Cloudlfare they will be cached there too. Try holding ctrl and then hit F5 if the refresh button doesn't work.

Presumably they did not all register at once? Narrow the date range by using the before date with the after date so they aren't all showing up at once. Try like a 2 month range or whatever. You may also want to considering adding posts equal 0 to insure you are not removing any active members.
