We clearly have a problem with our mass emails: they are not going through probably to most. They do go through to some. We use a third-party SMTP service because our host does not allow mass emails. Yup! Deactivation is better than deletion for those and other reasons. But when a user requests this - they always really want to have their account deleted - s/he wants no contact from the board. Thus it is imperative the mass emails to all users do not reach these deactivated users. I believe that...

We can send emails to individual users. We cannot send emails to groups or all the users. There are two reasons for that: 1) Our host does not allow bulk email. 2) We signed up for an SMTP service because of that. Yup, and adding a user to that field will send that email only to that user, not anybody else.

There is no "relevant field" in the ACP (see attachment below). This must be done by modifying the core files.
