Nevermind i've used my old backup and im so afraid to update to 3.1.10 again

I've deleted mchat and dropped the tables from the database and it's still showing

So I've added something to my forum and i would like to have the mchat always at the bottom
I have the global user display of mchat set to the bottom and I don't want users to change the location so i've change the permissions but it still shows for some users on top

Could anybody help?

@dmzx what about people using the points to join a usergroup for example i have a vip usergroup and i want to set a cost for joining it would be awesome if that could happen
