I was able to login by changing the 'Session IP Validation' to none instead of the 'A.B.C.' that it was set at. Any idea why this would fix the issue? Thoughts on what the best setting for 'Session IP Validation' should be? My other sites have the 'A.B.C.' validation on this server using cloudflare ...

Maybe that your Cloudflare is not configured correctly on your new server I've tested with putting cloudflare in development mode as well as I've tested by pausing it, no changes to the issue. Interestingly enough, I just purged the cloud flare cache once again for testing and now I can't login again. The site must not be setting any cookies but the cookie settings seem to be just fine.

Any recommendations as to what I should try to force the site to set cookies?

Went to do that this am and everything is now working fine for me. Not sure what that could have been. The other forums on the same server are also using cloud flare and I had already tested by disabling that with no luck. It appears that all is well now (at least for my user account). As the admin on the forum, I am unable to login with any consistency. When logging in, it reloads the page and I am not logged in. every 5th or 6th time it will keep me logged in but one I navigate to another page or two on the forums, I am logged out once again. I don't think the OP is looking to change phpBB's .htaccess configuration, they are just looking to integrate it with other .htaccess rules on their domain. The issue becomes more apparent when you run more than just a forum on your domain and each software package wants/needs to provide a .htacces...

I am not clear on why you want this to begin with. I would do it the other way around if I was going to do it at all. the www is no longer needed or even used in most cases these days. it is a hold over from the beginning of the web when there were actually different machines for website/email/ftp ...

Are you expecting the URL in your webbrowser's addressbar to change? That is not how a rewrite rule works. It's working on the server for everything else but the phpbb subdirectory, which is why am posting here.

I'm wanting to change so that my website has a uniform url always using "www." so I don't have redundant hostnames (data being access from bigskyfans.com and www.bigskyfans.com)

I'm not experiencing any problems really, was just trying to optimize. I guess my thought process may not be valid. I just figured even with a solid server, changing a few of the load settings could make the forum run even better.
