This would be an easy answer if our forums were currently installed, but they are not. we're in the middle of a migration. For new registrations we presented a page with "terms and conditions" which needed to be agreed to -- "checkbox" -- prior to entering username, password. etc...

Running 3.0.5 From the beginning, CAPTCHA has not worked. Not a problem -- we disabled it since we're using 'registration spam questions' that do the job. Today a user had problems logging in (exceeded login attempts) and was forced to enter a CAPTCHA (which is a surprise since CAPTCHA is disabled)....
