Actually phpBB 3.2.8 and 3.2.9 (perhaps even lower versions, memory fails me ATM) are compatible with php7.2 (which is sufficient for phpBB3.3). phpBB 3.2.2 was the first release to support PHP 7.2.x. That is correct. Even though PHP 7.1.3 is supported in phpBB 3.3.x, you should not use it since PHP 7.1.x is at EOL (end of life) and is no longer maintained. You should use PHP 7.2.x as a minimum.
