Thank you for your relevant remarks. On our forum, we manage competitions, and we have formed groups based on regions, and we have forums dedicated to these regions. Hence my request. We could at least imagine that users can choose their favorite forums themselves and that they are placed at the top...

I did not think about it, but we could go to that:
If there is a favorite forum for one of the groups: it appears at the top of the list
If there are several favorite forums for several groups: favorites are displayed at the top of the list, in an order to be defined

I would like the administrator to assign one or more "favorite" forums for each group. Thus, members of these groups would see their favorite forums at the top of the list of forums on the index page.
